Feed at night, this is the best time to get the tentacles out. You should be able to see a visible difference between what the bubble looks like during the day vs night time.
Unfortunately fish/inverts steal food. I try to do a mini feeding on the tank at the same time that I'm feeding my corals, it makes the job of chasing all the critters away a little easier. Some people cut a soda bottle in half and place that over corals to feed, if you youtube it you can find videos of people feeding this way.
Are you trying to feed the coral every day? It may just not be hungry, but more than likely, you're just not feeding when the feeding tentacles are out. They can sting, and the shrimp and snails probably won't go near it then anyways.

You know My bubble corals put their tentacles out all different times......BUT I also feed whenever I want
I use scallops...I take little pieces, and just stick it in the bubble.....(with tongs)

The tentacles will come out more once they know when food is around, but when you first own it, you may have your best shot of seeing them at night.
Google goes a long way. This is the difference:
Regular Bubble coral:

Bubble Corals with sweeper (feeding) tentacles:

I've seen mine go even further with the tentacles, to the point where there are almost no bubbles, and only long sweeper tentacles out, almost like a torch coral.
