Bubble Coral Problem

I have a bubble coral that looks less than healthy. I have had it for about 5 months and it has always looked very health and full. There is a section of it that looks like it is receding and there are tiny, cotton looking type things coming out of that section. Anyone have any idea what these are or what is going on with this. The coral is horseshoe shaped and I have a maroon clown that loves to hang out in the center. Could this be causing problems?
Thanks

What are your water parameters? I know that my bubble started to not inflate much when I had nitrates at about 20. Also, is the bubble in a high flow area? What type of lights do you have and where is the bubble placed in the tank? Do you feed it?

Water parameters are fine. The "cotton" looking stuff are not sponges. At first I thought they were eggs of some sort. I will try to get a picture to post.
