I've had my bubble coral for about a week now and he still really hasn't come all the way out. Should I move him? I have him about half way down in my tank with pretty moderate lighting and light to moderate current.
A little more info would be really helpful here
What type of lights?? What size tank?? What are your water conditions?? What do you consider moderate current?? How did the coral look at the store?? All these will help answer your question.

I had a bubble and it never did good, from the first day I got it it looked bad. I don't know if it was my tank or what but it just never looked good. If you find a secret to keeping them happy I would like to know it.
Mine has been doing great since I got it. I feed it krill two or three time a week and it seems to have grown. There are different kinds though. I have the one with a lot of smaller bubbles.
I have a 55 gal. Everything tests fine. I have a power compact and a 24" smart light. The current is, well it it moves a (little) with the water, not like the powerhead is pointed at it.
