Bubble under eye lens

I have a Powder Blue Tang that appears to have a bubble under its eye lens. He is still eating, but is having a tough time moving around the aquarium. I don't know if this is a disease that needs to be treated or a injury. I am pretty sure he can't see out of that eye and he also is running into things and hiding because of it.
None of the rest of my fish are sick or have anything wrong with them.
Please Help!

What is the history of this tang? How long have you had him? What size tank is he in? What are your water readings: ammonia, nitrite, nitrate, phosphate, pH?
Does the eye actually look like it is poped out? The whole eye protruding?
Do you have a hospital tank.

Beth, I only have ammonia and a nitrate test. Both of these readings are good. It looks just like a air bubble under the lens, the eye is not bulging. We have a 58 Gallon tank with live rock and a protein skimmer. We have had the Tang for about 3 months. We do have a fairly new setup, only 9 months old. We did introduce a new Coral and 5 Green Chromis about 3 weeks ago.
I do not currently have a Hospital tank.
