I also get those bubbles on occassion but it is rare. I noticed I had them appear when I had an increase in nitrates. Are you sure ur test kit is accurate? BTW my turnover rate is 19x, and I intend to go up to about 25x (soon as sump is done) so maybe higher is your answer. Depending on your tank sometimes you need super high flow, for example since my tank is tall to keep the waste suspended it takes more current to get it to the skimmer.
Clearly there is something its feeding off of so im inclinded to question ur test kit. Also how long are your lights on for?

this really is not a solution to the real problem at hand but a lawnmower goby runs all over the place eating algae he might disturb the bubbles enough to keep there appearance lower
