Bulkhead Questions

I always thoguht a 1" bulkhead (1.75" hole) was 1" where the water comes out. But my 1" bulkhead i ordered was only 3/4" where the water comes out.
My 3/4" bulkhead, is only 7/16ths" where the water coems out. is this right??

Sounds like the fitting size is referencing the OD & not ID? Or maybe is it a barb fitting that a 1" hose might fit?
