I picked up a calcium test kit today, it took 14 drops to get to the violet color, then it says to multiply the 14 by 20, wich gives me 280, my question is, is this number ppm or something else because it says, "multiply total number of drops by 20 to determine calcium in mg/L (ppm) as Ca2+"
did i do something wrong or is my calcium really low

Did you only do it once?

i only tested the water once, i followed all instructions, "add 7 drops of reagent #1, shake well, then add 3 drops of reagent #2, shake well, then add 1 drop of #3 and shake, a pink color should be produced, if after one drop the color changes from light pink to violet, the calcium is below 20 mg/L (ppm) Ca2+. If color remains pink, add a drop at a time and shake, count each drop and stop when color changes from light pink to violet. Multiply the total number of drops used by 20 mg/L (ppm) as Ca2+."

Your procedure was correct. You should do it more than once if the results are in question. If you get a similar value then yes, your Calcium is low. Are you also testing Alkalinity?
