Can I add LR and Cleaner Shrimp at the same time?

I have a 55g tank...I've had 15lbs of LR that i purchased at my LFS in a quarantine tank and a cleaner shrimp in another quarantine tank for almost 3 wks now. Would it be okay to add both the 15 lbs of LR and the shrimp to my tank today...or should I add the rock and then the shrimp?
I have 1 sea star, 1 scarlet hermit, 2 blue legged hermits
Tank has been setup since October 2007

I would be cautious and add the LR now and the shrimp in a week of so. The shrimp are very delicate so what gamble the $20 or $30 on his life if there is any more die off.
