Can I start cycling

I have a 55 gallon tank and i have put 60 pounds of live sand in and i was wondering if i could put my RO water in before i have a skimmer and live rock in there.....so i was hoping i could start cycling my water without a skimmer (i will be getting one soon) and live rock??

If you have live sand then you need to add saltwater and a lot of water circulation or you will end up with dead sand.

Like Bang said, add saltwater and circulation. After that you can start your cycle right away. the more surface area (ie. live rock) in your tank the better.
