Lighting for FOWLR is not as important as is a reef. But it depends on if you are trying to grow anything on the Rock. If I were doing a FOWLR, I'd probably put a NO daylight bulb and an NO Actinic bulb in a dual fixture florescent fixure. Depending on how I wanted the tank to look. If you wanted to grow some things on the rocks. Then I'd look into some VHO's for my hood. You can check this stuff out at hellolights and do some more searches for FOWLR and VHO or PC or NO to see what others might choose.

nope, you can just use NO's, get good bulbs though, get one 10k daylight and one 03 actinic. Keep in mind if you do want to get corals someday you will want to upgrade, but NO's are just fine for FOWLR.
 
NO = Normal Output
These are the basic "El Cheapo" lights that come standard w/ aquarium systems. Just upgrade the bulbs, and you should be fine for a fish only setup.

One nice thing with NO is that when you do upgrade to VHO or MH you can use the NO for actinic supplimentation. You can pick up a 2 bulb 40 watts each kit that will mount inside a canopy for only 30 or so bucks.
