THe tank will along our outside wall and will be paralell to the joists below, it will be rest on two of them. Also 1/4 of the tank will be resting on the steel I beam below. Do you think the tank would be ok in this position?

I think you will be fine with the load bearing capabilities of the joists and I beam BUT what else are they supporting above? what is the size of the I beam and what is the floor made of?

Way too much depends on the answer. None of it we could answer with 100% certainty.
1. How new is the house?
2. Is this going in to a corner?
3. Do you know where your load bearing walls are?
4. What is the area the fish tank is going over?
I would have to say no though. It is never a good Idea to put that much weight on to such a small load area. 2nd floors are meant to Spread the weight. Not to support it on to 1 little area.

Its on a load bearing wall, so I think it will be ok. I am having some people over to look at the spot before water is put in, but figured all the opinoins I could get the better.

You will be better off in a Corner of 2 load bearing walls. Just an FYI

You can always look into ways to disperses the load (placing the tank and stand on a ¾ inch piece of plywood with a larger foot print then the tank stand for instance)
