Are they happier on a sandy bottom or is it ok to put them on a rock? This one's epoxy'd down but I can still move it.

Probably okay there as long as it is not in any direct hard flow.

I have always seen them in the rocks. I have the base of mine shoved into a crevice in the rocks and they do great.

They like plenty of light, so up on the rocks is best. I have two, and both are in the upper half of the tank on rocks.
