I have a sump, should i put it in there or in the display tank? Does it need light and if the inhabitants eat it is it safe? Any other info would be great.

It requires light. The more light the faster it grows.
It is perfectly safe for your reef inhabitants to eat.

what if i have garbage stock lighting? can i still use it?

Yes, it will just grow slower. Amny pods eat it so hopefully it can grow faster than they eat it.
