I am getting some tomorrow in the mail along with a bunch of other stuff I ordered I am going to be placing it in the back of the tank in the refugium. the two questions
1 how long should I run the light?
I see people have it timed with there tank lights and others keep it on 24/7
2 does it need to be completely submerged in water or should it have water flowing over it?

1. Your choice. I think most peeps run their refugium lighting 24/7.
2. Yes completely submerged. Also take a wooden skewer or chop stick and turn it over each week at water change.

i run mine for 12 hours only, because i feel that in the wild, this is the amount of light they get. i believe plants need a night time just like everything else. if you choose to run the refugium lighting for 12 hours, try to run it opposite the display lighting. it will help keep the ph from fluctuating.
