It won't. In freshwater or even low salinity it will probably disintegrate as the cells lyse as a result of the ionic difference between the fresh and saltwater. If you are wanting to use a refugium on a freshwater system try some of the fast growing stem plants such as anacharis, hygrophila, hydrilla, cabomba, etc. Also consider using floating plants such as salvinia, myriophyllum (parrot's feather), or pistia (water lettuce) often found in ponds. The advantage of floating plants is that they obtain carbon dioxide from the atmosphere so you don't need to worry with injecting it into the water and all that this entails.
