might actually be a good sign (depending on your nitrates and phosphates), but i'd bet your lighting isn't enough. try switching to a 100% white light, about 6k coloration (5k is better)

Do you have a lot of flow going thru the cheato? I understand it needs lots of flow. I had mine in a very low flow thru the fuge and it over time started getting smaller, so now I have a power head blowing right on it and every couple days I'll reach in and shake all the build up out of it and turn it. It has doubled in size since then.

There could be several things happening.
1. Your PO4 and NO3 could both be zero, and of course the chaeto has no food source. If you have any algae in your tank this is not the case.
2. Not enough flow. Chaeto does MUCH better under high flow, but the flow must be laminar. I have a 40X flow through my fuge, and it does very well, while keeping both my PO4 and NO3 at 0. I put some in my overflow, and it grows even faster than it does in my fuge at 40X.
3. Fe could be a bit low
4. Light should be no higher than a 10K.

also remember that sometimes chato is sold as a very loose ball so when you put it in your fuge it is growing thicker and after a few months will then start to grow outwards. if you have good flow and you said your getting a grow light everthing should be growing quickly from this point on
