I also have a 29g which I need to buy lights for. Am wondering why you decided on MH? And how many watts is that? If its 3.2 watts per gallon, its pretty close to 96 watts which sounds like PC lighting?? Are there really MH options in that range?
I'm leaning toward VHO myself, you can get a decent retro kit for well under $200.

Dog, My LFS had a setup for $550. Came with stand, tank, light, heater, powerhead, filter and LS.
Sula, I dont remember if it was exactly 3 watts per gallon, but at my LFS for $200 u can get enough lighting for most anemones and corals. Its MH.

200$ is pretty cheap for MH - and you mentioned actinic... I beleive you are talking about Power Compact lights.
My 2 cents - tanks looking good :D

hey daredevil,
not to intrude. but you might want to keep the water level in your tank topped off at all times to reduce salinty swings.
