The Mag 9.5 would work assuming he had the 5 feet of head - but 5 feet is pretty good height.
My 75 gallon reef tank is running at about 4 feet of head and I use the Mag 9.5 with no problems. I redirect some of the flow as mentioned, and I have NO powerheads in the tank.
I like a lot of circulation and move a lot of water volume. My dual external overflow is rated at 1400 gph - and I've also installed an old Rio2100 on it's separate return line, with hole drilled just at the water line of the additional spraybar, plugged this pump into timer for a little extra boost now and then - sort of a poor mans wavemaker. It does the job as far as I am concerned. I'll be replacing the Rio this weekend.
The Mag 9.5 would work at 5 feet head, but if you don't have that vertical rise Clamchops, I'd still go with the 7 or look into another pump should you feel it necessary. The 9.5 is on the hairy edge IMO - will be very loud for awhile, and may be a tad more pump than your overflows will allow.
