I have heard of homeade chillers as simple as a dorm fridge with a coiled hosein the freezer hooked to a pump

You CAN build a chiller from common parts but it does require some finess.
Chillers are two sided. The colder you get your cold side, the warmer the hot side will get. A very valid concern when chiller is indoors at point of use.
The type of coolant you use determines how large and how effective you can get a chiller to be. The size of the compressor determines how far you can compress refrigerant for pressure change to get expansion and cooling effect.
Most of the wine chillers dont have the UMPH to get the gob done. They cool captive air volume to about 45 or 50*, they will not have a large enough compressor to push the coolant where it needs to be to get more cooling.
Not a hard build for the DIYer
As for copper, just swap out the leads for stainless if going reef.
