Has anyone use cinderblock in place of live rock? I want something inexpensive to put in my refugium for a little extra filtering but don’t want to pay the price for more live rock. I know it will be ugly but its not in my display tank so that’s ok. Would I need to cure it?

That would be a no. They use sand that has chemicals/minerals in it that you dont want. Either get some cheap base rock or make your own! Check out the euipment/diy section and search "diy live rock" to find out how you can make your own base rock for 15-20 cents per pound!!!

Could cinderblocks be cured in the same way that diy live rock is cured. If I do some experimenting is it just the PH levels that I would want to check to see if its working or is there more tests needed then that?

I don't think you understand. There is no possible way to get cinderblocks in your tank. It will release trace elements in your water.
