Clarki Clown Breathing heavy and not eating :(

I left town for the weekend came back last night and one of my clarki clowns are breathing really fast, not eating and not swimming much. I tested the nitrite nitrate ammonia alkalinity Ph anything that might be causing this but everything seems to be normal. the weird thing is its only one fish is acting this way out of the 10 i have, if some of the levels were off i would expect most of my fish not be doing well but its only one of them so its a little odd. there is 2 blue tangs, sailfin tang, yellow tang, koran angel, 2 claki clowns, 2 chromis and engineer goby there all eating and acting normal as they should except for that one clarki. i had him for almost a year now its grown to be pretty big and it would really suck to lose one of the pair. any feed back about why it might be acting this way would be greatly appreciated. thanks

60g FOWL
just recently went from a wet dry to a refuguim (almost a week ago) has 60g coral life skimmer
nitrate 30ppm( but as i been told alot fish are be able to handle this level)
nitrite 0ppm
alkalinity 1.23
ph 8.0
ammonia 0 ppm

Well Welcome to SWF......besides that IDK what to say......your tank is way overstocked......the angel....and tangs do not belong in that size tank at all
I am thinking the clown is hiding from aggressive behavior......
do you have any powerheads? tank has lids??? do you have a full tank shot??

Thanks i appreciate it. but i really dont think its over stocked when its night none of them are fighting for position or being territorial about there sleeping space. and as it says online yellow tangs are fine in 60g +tanks blue tangs you can keep in even smaller tanks around 40 obviously not a tang 6inches big but a one inch or two inch are fine. none of the tangs seem distressed there always swimming and grazing on algae. if they were swimming in the corners trying to get out or constantly swimming back and forth not settling down id understand but they dont seem stressed in anyway. i know people with 90g tanks with over 15fish and none are distressed in any way there thriving in there reef environment.
and about the lid yea i have a lid and one power head

You can keep a blue tang in a 40g? Wow. New news to me.
