Nope. Not normal. That's a sign of a really old Shrimp, Iodine overdose, or malnutrition.
They can grow back but your shrimp is going to need some good food. Without legs it's going to have a difficult time getting foor so you might have to spot feed it.

That's unfortunate. Perhaps hunger will allow you to get your hand closer if you have some food.
What species of Cleaner Shrimp is it?

Scarlet skunk. i had a pipette and squirted a blend of brine shrimp, bloodworms and squid. how often do i feed it now, since i have to nurture the thing? and on a nother note, since you know alot about alot, i just got a piece of LR with a bubble tip anenome and a teeny feather duster and a green crab. how fast do the anenome and featherduster grow? the duster is a few mm when open, and the anenome is about an inch in diameter and an inch tall.

The Anemone Sounds like a Mojano, not a Bubble Tip and the Featherduster is probably full grown.
Squid is perfect for the Shrimp. Just let it chew on a decent sized piece. They can chew so don't be afraid to give it a pinky-nail sized piece.
