Multiple cleaner shrimp will set up a cleaning station just like in the wild, some fish will just pull right up and be cleaned, even some that would normally make a meal out of the shrimp. Some don't care for the cleaning.
I no longer have the regular cleaner shrimp, but when I did I did see them setup a cleaning station and some of my fish enjoyed taking advatage of the service.

I keep a pair of skunks for just that reason...cleaning parasites. I've seen them go for rides a few times...mostly they operate out of a station under/behind the LR. They provide a service and are kewl to watch. Good additions in my opinion.

i have one in my 29 gal reef right now. he hangs upside down in one of the caves that i have and cleans as the fish come by. havent seen him ride anyone yet. he is bigger than my fish so that would be funny. i used to have one in my 135 aggressive setup. he got along great with my 20" snowflake eel. the eel would let him climb into his mouth and clean him the let him back out. needless to say the shrimp lived for a long time till i got a grouper. it was a very small grouper too. that makes me mad. the cleaner is deffinatly my favorite shrimp.
