IMO a tank should be running at least 6 months to reasonably assure success with any shrimp.
If you add one now, it may do fine, but the chances of failure are much higher.

6 months ? wow...i've had a 20 gallon tank about 3 years ago and waited about 4 weeks for it to cycle then added my first shrimp along with other inverts over the course of a few weeks and everything lasted for over a year and a half. Are you saying waiting longer so the tank stabilizes gives the inverts a longer lifespan in a aquarium and also cause availability of more food for them ? very curious

Both. Shrimp are very fragile creatures and will benefit from the stability that a well established tank will provide.
Obviously it's not a hard and fast rule. I've added cleaner shrimp to new systems before with no problems, but I've found the survival rate to be better after the system is well established. It's more stability than food though.
