Cleaning a used tank

I have a used 90 gallon tank that I'm going to use as my first saltwater tank. There was some hard, crusty build up on the back glass and on the plastic of the overflow. I got all of it off the glass with a razor knife, but I'm having trouble with getting it off the plastic. It is white (although on the glass it was purple & pink too), hard, and doesn't really come off very well at all.
Any recommendations for how to clean it? I know not to use any regular cleaning products. One book suggested white vinegar, but that hasn't worked so well.

I have used my share of pre owned tanks during my cichlid days. I always just cleaned them up the best I could. None every came completely clean but no problems. I would think anything thats going to cause problems would make itself evident during the cycling month.

Try using a green scotch-brite pad and straight vinegar. Another idea is to try a buffing wheel on a dremel. It will be time consuming but should work.
