cleaning and recuring live rock

i just picked up around 200lbs of dead live rock(oxymoron hehehe) i was wondering what is the best way to clean and recure it.
i think that i will start by scrubbing it with a stiff scrub brush then place it in a 55 gallon drum with spring water and let it run a few days then changing the water out with more spring water and running it a few more days then change it all out to ro saltwater and let it be. changing out some of the water every week or two.
does this sound good or am i totally off?
if i'm off what should i do? this will be rock for a total sps reef

how dead is it? bone dry? i dont think you need to put it in regular water just the salt water an do the water changes just to make sure nothing is still on the insides of it that are dying.....
