Cleaning sand bed top possible?

I have been feeding my fish some pellets that sink to the sand bed. They have been collecting around my send bed and behind live rock. I have been minimizing my feeding but, no matter what it just adds up so I was wondering if I can siphon the top layer of my tank. If so is there a thread anywhere on here showing you how? or anyother ideas. I have yet to get a good cleaning crew.

Course you can siphon off the top layer: just don't stick the siphon INTO the sand: float above the surface sucking up what will come up that way.

It's just a sleeper goby and sifts the sand all day. Look them up on here. Alot to choose from.
Mandarins live mainly on pods and wouldn't do anything for your sand bed.
