My sandhopper blenny has a little cloudy white around only one of his eyes, otherwise seems healthy. Any idea what this could be or how to treat. I have no quarentine tank and have invertabraes

I did a water change and put some garlic in the food, dont have a hospital tank. He has been rubbing himself against the CC like he has an itch. Hope he is ok, my nitrates were a bit high but seem ok now
