Cloudy Water Change

I mixed up a 10 gallon batch of water yesterday for my water change today. I woke up this morning and saw it was very cloudy. Ive been having problems with my pH lately so I buffered the water change with baking soda. I used about 6 tablespoons. Could this be the reason its cloudy. What should I do to clear it up, or should I just add it to the tank and let it clear up on its own?

Buffering can cause cloudiness. What is the pH/alkalinity of that batch of water, and what salt are you using?
 
I just tested the pH and its really low for some reason like between 7.4-7.8. Usually when I mix up a new batch its pushing 8.3. It makes no sense at all, maybe my test kit is messed up. I'm using Seachem salt.
