cloudy water

is it normal for your water to become cloudy when you are going through your cycle?

it is a normal thing.
Especially if you are using some sort of sand substrate.
If you put in LR the bacteria from the LR will weigh down the partiles and lear it up a little bit.

i have a 4" dsb. i do not think it is a sand prob because the sand has been in there for a month and a half so it is settled

First of all it could be sand the needs to settle out.
It is common for water to become cloudy while cycling. especially if you used the shrimp method. It also could be an algae bloom.
Does the cloud seem milky (white) of green tint or both? If it has a green tint then you probably need to reduce the lighting.
You also may have to do some temporary extra filtering. Like a canister filter with lotsa carbon or water polisher cartridge.
And it is also very possible the cloudyness will clear up in a week or so on its own.

sand and water has been in there for a month and a half but i did not start the cycle until about a week ago. it was just sitting there with the filters running for over a month, then i added my live rock, so i am pretty sure it is not a sand issue

I agree. You probably have some die off from the live rock. Let it run for a week or two ans see if it doesn't clear up on it's own.
I hope the rock has lotsa algae on it. otherwise and as always i recommend addedg plant live of some sort such as macro algaes or marine plants.
