clown larvae swim into sides

I have 8 day old GSM clown larvae that just started swimming into the sides and corners of the tank(5 gal about 2/3 full). Waving my hand in front of them sends them zooming to the middle again, but remove my hand and they are back.
I have been feeding rotifers and started adding BBS yesterday. I have tried covering the sides but that doesn't work. I am using a 15 W fluorescent bulb I think. How do I get them to start moving around and eating again?

I use a dark plastic container for the larvae. It keeps them from running into the glass and it makes the rotifers stand out better so they are easier targets.
You could also put black plastic on all sides of the tank.
