my breeding pair do that, the male more then the female, although i have seen the female move rocks the size of a mexican turbo with her mouth, and if i place a rock somewhere and they dont like it they will slam into it hard untill it falls or moves to a more pleasureful place hahahaha
i belive the sand bed shifting is more of the clowns wanting a bigger cove to call home is all, over time they can move alot of sand, i wish mine would stop doing it, stirs up the water and makes it cloudy, and as soon as it clears they do it again
it could also be a way from them to make themselfs harder to see to other fish
i dont know why they would do that, i have seen my maroons attack a 8" sailfin tang i dont know if any fish scares them when it comes to their spots in the tank (their spots meaning anywhere a BTA is
)

Do you think it could be making space for the anemone?
My maroon will do that too plus if I put a rock next to the anemone he will push it away.
