I would say no, clowns will fight if you mix them, especially tomatos. They can be very aggressive towards other clowns. And since the tamato is already in your tank then he has already established territory so most likey he'll fight or even kill an ocelaris if you add one. If your tank is large enough then there might be a chance, but your tank would have to be pretty big for them not to fight, so I wouldn't risk it. JMO:D

How big is your tank? does your tomato clown host in an anenome or coral? Do you know if your tomato is tank bred or not?

No - but if it sits in an anenome and you have a rather large tank then you could get away with another clown ... but tomato clowns tend to be aggressive and I don't think I would chance it unless the tank was huge .... 190+ gallons maybe?
You can get anotehr clown - get a smaller tomato and they may pair up ... or the large one may kill the smaller one ...
