clowns and damsels are from the same family. i've got a yellow tail damsel in with my 2 gold striped maroons. occasionally my female puts the yellow tail in his place but they get along fine. i would say a safe measure would be to make sure that your clown is bigger than your damsel or damsels and you should be fine.
with clowns and damsels, some are more aggressive than others. gold striped maroons have been known to hold their own, which is also why i have to be careful when selecting tank mates for them.
what kind of damsels and clowns are you interested in?

Either a pair of percula, false percula, or clarkii
and
yellow tail damsels and a humbug/3-striped damsel
in a 29 gallon

i think you'll be fine with those, although on another note, i wouldn't go stomping on the toes of the resident experts on this board, you may need their help one day :D

"Thank you, Jacques Cousteau" is from Ace Ventura: Pet Detective.
Would this work in a 29 gallon?
-2 percula clowns
-1 humbug/striped damsel
-1 yellow tailed damsel
-1 royal gramma

you could do it, but that's a pretty high bio-load for a tank that size. i think they'd all get along though, but you need to be careful when adding them. do you have any fish in the tank yet? damsels are very territorial, and although i've never had a royal gramma, i think they're known for kicking out some attitude as well. best bet would be to rearrange your rockwork when you add something new, that way everything had to re-establish their territories again. I don't even have the tank yet. According to my research, all the fish I've selected grow to 3" each. So in a 29 gallon, it's almost a half-inch of fish per gallon. Plus, the fish won't be fully grown when purchased.

3 x 5 = 15" that's almost 2 gallons per inch of fish; which is a high bioload. i'm not saying you can't do it, but that's a decent amount of fish for a tank that size. you may experience a high amount of nutrients, (nitrates, phosphates, etc.), in your water, which will cause a number of problems, such as algae outbreaks.

IMO, 1.5 to 2 lbs per gallon of liverock would be a better, (but more expensive) alternative for bio filtration, as opposed to a biowheel. plus, if you buy it off this site, you can use it to cycle your tank once it gets to you.

Over 30 lbs of cured LR and lights for coral is a lot more expensive than a $25 bio-wheel. However, I do plan to convert my aquarium into a reef tank later down the road.
I'll probably not get royal gramma. So for now I'm thinking:
-2 percula clowns
-1 yellow tailed damsel
-1 striped damsel

I am fairly new, but I wouldn't get either of those damsels. I had them in my tank when I added 2 perculas clowns, both were a little smaller than the clowns, I re-arranged the rock work, and the damsels chased each one around for hours, until the clowns tired down, than the damsels would hit the clowns with their tail fins. I did some research, after my 2 clowns died 1 and 2 days later respectively from the damsels picking at them, and from what I saw, the 3 stripe damsel is not good to mix with clowns, and the yellow tailed is also considered agressive. I returned the damsels to the LFS, who also said the same thing, and now I have 4 green chromis, 2 perculas, 1 flame angel, and a royal gramma, and everything gets along great! I'd recommed the green chromis over the other damsels you mentioned, if you get 3 of them, they will skool, and it's pretty cool to see. I have a 72 gallon and am now thinking of another fish that would be good to put into the tank with what I have. I originally also had a Neon Dottyback, which look nice, but they are pretty agressive, so I took that out too.

The Damsels got along fine with themselves. They didn't like the clowns though. I brought the Damsels back because they aren't that great of fish. From what you originally posted, I'd recommed getting the 2 percs, the Royal Gramma, and a few green chromis. That would look good and they'd all get along fine, coming from my limited experience, others may say differently and might have a better idea.
