Colt and Zenia Problems

I have a 20g tank with one snow flake eel, 1 colt, 1 zenia, 2 sm colonies of zoos, 1 sm colony of yellow polyps, 1 condi, and assorted snails and hermits. My water quality is:
Ammonia - 0
PH- 8.2
Nitrates- 40
Nitrites- 0
Salinity - 1.028
Yesterday I did my weekly 20% water change, prior to that everything looked great, afterwards or duringthe night my colt and zenia just laid over and have not stood back up yet. Its not unusual for them to hunch over at night but always pick up after the lights are back on.
Any ideas of what is going on here? I dont want to loose these corals. Please help here.

Retest the nitrates after the change I assume that the 40 level was before the 20% h2o change. What is it now.
Also get some cleaner clams for that tank. They are the littleneck clams that you get from the grocery store. Get them home put them in tank water and put the ones that extend a foot out of their shell. Those are the live ones. You will want 4 for this 20 gallon. They will burry themselves in the sand in 3-4 days and you wont know there there. When they die they will surface and then get eaten. A true feast for a crab or shrimp. I had 1 in my 12 gallon and my nitrates were never above 20 and usually never above 10. Thats with h2o changes every other week. Mine died about a month ago and now my nitrates are up to 40. I checked this am. Guess where I'm going today.
But my thought is that your replacement water had some contaminates.

W O A H...back up there Sparky!!!!! 1.028?? No wonder!! Softies need a MUCH lower specific gravity than that...I'd say 1.023-1.025. 1.028 is VERY excessive. I'd recommend slowly bringing it down. There is no reason to keep your salt level that high...its a waste of salt.
