Colt Coral attachment help

I have 2 colt corals. I got both at the same time. One attached to a rock within a few days, and is open and stretched out all the time. the other will not attach, and never fully opens. It is not all the way shriveled, just not spread out. Does anyone have any suggestions on how I can get it to attach, and open? Both are in the same tank. All water parameters are good.

I have a colt coral that attached to a rock. I didn't realize this until I wanted to move it to another spot in my tank. The main colt coral was already attached to a rock and was just sitting on my sand bed. When I went to move it over half of it tore off onto the new rock. There was also a piece that tore off of both of the rocks. I took the piece without any rock attached to it and placed it on another rock and used a rubber band to loosely hold it onto the rock until it attached itself. I also placed it in a spot in my tank where it would not get blown around a lot. It took a good week or so for it to attach. Hope this helps.
