I started off with a 10 gal nano tank, with nothing more than a small HOB filter, beach sand on the bottom, a piece of liverock, a fluro strip light with a coralife tube and a blue damsel. I had to constantly check the water and adjust to keep salinity in spec, but I loved it. I've had 2 bigger tanks since then, that have been way more stable, but out of all of them I preferred my nano! It owed me next to nothing, so I didn't stress too much about it - just had to have the "Finger on the pulse". If you can look after a small nano ok you know you've "Served your apprenticeship" in S/W fish keeping!
I might even reserrect the nano one day

I saw a nano tank setup with LR & a pair of clowns along with the necessary equipment to start it for $799. I cannot tell you where because of site rules of revealing the competitor's site.
Can a Nano tank be done ? Yes
Good for a beginner ? No
Start with a larger tank, even if you can find a used 55G tank or even a 46G tank. Check with your local Aquarium Society. Sometimes they can help you find stuff to get you started and give good advice as well.

Alrite, i can get a 55 probably from my cousin, but would it be twice as much $$ and a nano each with all the required equipment?
