copapods and amphipods

I can't seem to get my pod population up there, my tank has been set up about 3 1/2 years now things going great, i added a light , rocks and starter bottle of pods to the sump, refuge about 6 or 8 months ago, it is growing lots of cool alge and kelp looking plants. when i first turn on the lights i can only see a few bugs swimming around. there are a lot of aiptasip in the refuge could this be my prolbem. my display tank has several peppermint shrimp and a coral banded butterfly that keep them under control.
my water conditions are all good.
Questions???
should i be able to see more bugs?
if i add peppermint shrimp will they eat the bugs?
are the aiptasia eating the bugs i am trying to grow?

I didn't see anything for a couple of months.
Now they are crawling all over the place. Even in my filter pad!

i just started my nano and i have so many that they are bothering my zoo's causing them to close. i have so much that a person that don't know anything about saltwater can come and see them run around swim around and stuff check out my nano and i explain it=( i want to get a mandarin but i didn't think so soon.
