I'd say it's more a series of things. Under the correct conditions there's no stopping it. Water flow, calcium, a critter to scrape existing to release spores etc. If I had to pick one thing it would be patience.

So I add this calcium additive every day according to the directions. I have for 3weeks so should I see some color or what? I have about 5 watts of light per gallon. Would a protein skimmer help the coraline?

In my opinion a protein skimmer would def. help. I think that's one of the biggest reasons my coraline started to grow..that and using RO/Di water. the quality of my water is just so much bettr. good luck!
...and i don't add any calcium at all...

Is it a two part additive that adds alkalinity also?? Adding daily IMO is the best way... just start low, test weekly and track the results. After a while you'll know exactly how much you need to add each day to maintain the levels you want.
PO4 can hinder the growth... but give it some time. Keep the water quality high, keep your alk and calcium at good balanced levels and wait. When it takes off you'll be wishing it would slow back down :D

Besides what was said, at least 1 piece of coraline encrusted LR needs to be there to seed the others.
