coralline algae

some one told me that blue lights make your live rock grow coralline algae, and that all I have to do is turn them on for like an hour before and after the main lights come on. Is this true?

kinda sorta. They have their facts wrong. The effect of the blue light before and after the main lights is to provide a "dawn and dusk" effect for all the life in the tank. It won't benefit the coralline either way. Haveing the lights on, small amount of waterflow, good calcium levels, and a salinity of .024-.026 is what you need.
