Correct Reading For Copper Test

Hi,
Hope someone out there knows the answer to this question. I can't seem to find one. I have had to resort to treating my display tank, fish only, with Coppersafe. I have the test kit, but I don't know what the ideal reading should be. When I add the amount they recommend, the copper reading comes up 1.0. What should it be to be effective. It seems like I have read that 2.0 is the goal. Thanks in advance.

Copper Sulfate(Copper Ion) dosage is .25 mg/L (ppm)
Chelated Copper dosage is 1.5 to 2.0 mg/L (ppm)
I beleve coppersafe is chelated. you will have to check for yourself

Yes, coppersafe is chelated so I will raise my level to between 1.5 and 2.0. I don't understand why the test instructions don't mention this little fact. OH WELL, I know where to find the answers when I need them. Right Here.
