Cyano/cycle question

My tank has been cycling for almost 3 weeks. Ammonia at .5ppm and nitrites are spiked.
Brown diatoms have started to colonize. But I have noticed on some spots, my rock has bits of cyano. It also has good algae growth for a CUC buffet.
Should I do a larger water change while my levels are spiked? Or wait it out?
Currently I have no CUC because I would rather not risk the deaths with the toxic levels. However I do notice other hitchhiker inverts are doing fine, so could I pick up some CUC?
