Cycle question

My tank has been running with live sand, live rock, and 2 domino damsels for about 2 weeks, but none of the levels have increased at all. Is it possible for the tank to fully cycle without the levels jumping? And if it is, how long should I wait before adding other fish?

First - are you sure that your test kits are working? You should have a friend or your lfs run a test just to confirm that your kits are ok. Second - it is possible for a tank to not cycle. When I set up my nano I got rock from a friend. His rock had been in his tanks for over a year, was well encrusted with coraline algae (and other neat stuff), and came home submerged in his tank water. I dripped it into my tank, and never saw a nitrogen cycle since the rock was mature and thoroughly alive. So, it is possible, but check your kits just to be sure.
