Okay my ammonia, nitrates and nitrites are spiked. Okay when do I do water changes. Do I wait until the levels come down or should I do one now? Thanks

Some people would do it now, others would wait until ammonia and nitrites are 0. It's really up to you, both ways seem to work.

When did you set the tank up? At about 6-8 weeks is when the ist water change should happen IMO.

It's been about a week now. I put a couple of shrimp in there and I took them out after the ammonia and nitrates spiked. So I should wait until they coime down before doing a water change.

Yes, wait. You are still about 3 weeks away from cycle complete. This IS THE hardest part right now being patient and waiting. But the patience you learn now will help later in this hobby.
After the cycle 4-6 weeks, change 20% of the water. Add a clean up crew if ya want and 1 fish. Wait 2 weeks and add 1 more fishe etc. DO NOT get in a rush. When you start adding livestock-Do a water change every week 10% or every other week 20%.
