would I be able to use a frozen cooked shrimp that comes from super market in bags to kick the cycle off? If not what else could I use

Yep, jus one though. Or you can just add fish food to the water, ls and lr will help cycle also.
Remove the shrimp once you see ammonia.

I'd never use cooked/raw shrimp to cycle my tank. I've always used live rock/live sand, which worked fine for me.

Look for frozen raw instead of cooked.
