Cycling question

Its been 2 weeks since I set up my 20 tank. It currently has 22lbs of LR and 30 lbs of aragamax sand (no live). My levels are as follows:
Salinity: 1.022
pH 8.2
Nitrites 0
Nitrates 20
Ammonia 0
My powerhead and Tetrac 300 filter have been running since the tank has been set up, and my Coralife 96watt powerquad has been off. Can I assume the tank is cycled and begin to add some fish, or should I just let the tank to continue to cycle?
 
Once the ammonia rises and drops to 0, then the nitrites rise and drops to 0, your tank is cycled. Add some fish!:happyfish

Should I then assume that my current 2 week old tank with the levels that are listed above is cycled, or should I add a cocktail shrimp, as many have recommended, to make sure the cycling process is complete? I just don't want to add some livestock and they all die off.

If you never had an ammonia spike during the 2 weeks, I'd add a cocktail shrimp or feed the tank flake food and see if it happens. Sounds like it hasn't cycled yet. :D
