Damsel not active

So with my new tank I have a 1.022 salinity, 78 degrees, and added instant ocean bacteria. I added a damsel today and it’s been about 5 hours and he’s been hovering in one spot at the bottom of the tank. Please let me know if this is normal!

It is way too early to add a fish. The tank needs to be fully cycled befor you add a fish.
