Dead live rock

Hello,
I use to have a 90 gallon and i moved. recently (4 days ago), I purchased a nano cube thinking i might get back into the hobby but on a smaller scale. I have around 5 - 6 ilbs of live rock, which is now pretty much dead. It has been sitting in an eclipse system with nothing but a power head for the past year.
I was wondering if i can still use that live rock and simply add another 6 ilbs from the local pet store. How long will it take the bugs to populate?
Currently, the tank is 100% empty, but this weekend i am plaiing the follwoing:
1. fill it with live sand (probalby also all dead)
2. fill it with reverse osmosis water and salt
i purchase an ro unit which should be here by friday

how do you know its dead?
yes most of the critters living on them are most likely dead but if you got a few lbs of new rock the critters should pop right back up
the only thing "Living" about live rock is the critters that live on them

many many people buy Base rock which is what yours has turned into and add fresh rock to reseed it. You will be fine with doing this. It will take some time. A few months or so but it will work out.

Thanks. Today I went to the pet store and bought 7 ilbs of live rock. I pretty much set up my tank today. This is what I did:
1. put in live rock (5 ilbs base rock on bottom, 7ilbs on top).
2. filled with arogonite sand (from that dead tank i have).. 2 inches
Curently:
12 gallon Nano
12 ilbs rock
2 inches sand
1 hydor power head (in addition to the nano cube one)
Here is the equipment i have now:
hydrometer
refractor
power head
Not sure what else I need. I am hoping there are critters in the 7 ilbs i got because the pet store has massive amounts of live rock, but this is from the "cured" tank. i have been looking for an hour or so and see nothing.
