Do you have a tds meter?
Part of your problam may be none of your cuc are really sand cleaners (movers, sifters)
you need some nassarius, and some cerith snails to start with

Lol...no for the 28g..speaking of which ..im very frustrated with aquaticlife right now... One of my LED's for my moonlights was bad so they sent me a free replacement one(which is great)....but the one they sent me..no joke has to be 6x times brighter then the one on the other side... no I have to call them again tomorrow and explain it to them... I hope they send me one for that side as well.

That filter works absolutely fine. It is what I still use for my 155. I used it to fill it and I use it for weekly water changes. It is NOT the filter.
Sounds like you need a better CUC, especially if you don't even know what's in there.
For your tank, here's what I'd have:
5 Nassarius Snails
5 Cerith Snails
10 Trochus/Astrea Snails (I prefer Trochus)
10 Hermits
Cleaner Shrimp (or two)
You might want to consider a sand sifting goby such as a Diamond Goby.
If you have fish in this tank, cut back on what your feeding and cut back on lighting a little. Also, you can siphon out some of them.
Change the flow as well.

What filter is that? Details please =)
The day I added one tongan nassarius to my tank my diatoms were gone... They're cool to watch too... I didn't expect them to move as fast as they do. They really get the sand moving...

I had one of these tap water filters because they are cheap compared to a real RO/DI unit and I still had diatoms. I have a 29 gallon and change 5 gallons every 3 weeks. Buying RO water from my LFS at 50c per gallon works out cheaper for me, instead of buying replacement filters for this unit. No more diatoms since.

I've noticed that people have trouble with these units when they run WARM water through them instead of COLD as is suggested.
I use this unit weekly for 20G water changes on my 155G and 3G water changes on my 14G. I also used it to fill my 155G (took forever!) Also used it on my 40G the entire time I had it. Other than when I introduced new LR, never had/have diatom issues.
Diatoms are more likely related to an inadequate CUC or poor flow. I think in this instance it's an inadequate CUC.
NY has very good water quality and honestly, I probably could just use my tap (not that I ever would, LOL).

Another thing, can you post your parameters?
And a pic of your tank, showing how the flow is?
When you were using just tap water, what were you adding to the water as a conditioner? Maybe add that to this water as well and see if that helps.
Are you new CUC members helping at all?

CUC does not really seem to be helping... I can't find the cleaner shrimp at all in the past few days... I fear the worst. I moved rocks and all.. I just can't seem to find him.. I always have bad luck with shrimp... this would make 3 so far that are RIP... anyideas? everything in my tank is doing well other then that... I was going to change new foam pads in the filter and a new carbon bag today... Any ideas? .. Does anyone here you a Fluval ? ..
