i was wondering if i could wire a vho a vho ballast to a regular garage strip light (the 48" lights that hang from the ceiling) thank you

Sure. The only difference between a VHO ballast and a regular ballast is the amount of current it pushes through the lamps. Of course you'll want to use VHO lamps as well.
Consider though the other problems - the biggest being that those shop lights are made of steel, which in a moist and/or salt spray environment, will rust quite a bit. If any water accumulates on the fixture and drips back into the tank, it will leech metals into the water.
